
SCOTT LEVIN ANNOUNCES 2025 RE-ELECTION BID

Mayor Scott Levin has announced that he is running for re-election as mayor of the City of Elmhurst in the April 1, 2025, municipal election.
Levin said, “I am strongly committed to continuing to serve with energy and integrity to build upon the experience I bring to the mayor’s office. I want to continue to lead the City Council to keep Elmhurst moving forward. When I took office in 2021, I convened a planning session with the entire City Council and all department heads. Among the priorities we identified are public safety, including safer neighborhood streets, improved walking and biking experiences, finding ways to make it affordable for our seniors to stay in town, and better communications. We have made significant progress on these and other priorities.”
He also noted, “during the past four years, we have ‘worked together’ to make Elmhurst an even greater community. “In conjunction with the Council, residents and the business community, we have created vibrant successful business districts, including a downtown that is the envy of many municipalities. The Elmhurst Public Arts Commission, which I worked to establish, has continued to make its mark on our town with public art displays in our City Center, such as the popular Umbrella Sky display, and in the Spring Road Business District, which featured and Olmec Head sculpture. Additionally, I created the Elmhurst Walkers and Rollers Working Group to promote safe and accessible biking, walking, running, and mobility for all.”
Levin reaffirmed his commitment to public safety, stating, “throughout my tenure, I have made safety a top priority. I have committed to providing our police and fire departments, which are among the best in the State, with the resources we need to keep us safe, including fully staffing all positions. Elmhurst is a remarkably safe municipality. We have performed neighborhood traffic studies to promote safe streets for pedestrian and cyclists. At the same time, I am very proud that we have had balanced budgets and a AAA bond rating in the 14 years I have served on the City Council.”
“The continued theme of my candidacy is ‘Working Together for Elmhurst.’ During the time I have been mayor, I have regularly met with the heads of the school district, park board, university and hospital, and the County Board as well as many other community groups. The relationship between the City, Schools and Parks is excellent. As another example of ‘working together,” I was elected by my peers as the current president of the DuPage Mayors and Managers Conference, of which all 35 DuPage County municipalities are members, and I chair its Municipal-County Government Committee.”
Levin noted that “modern times demand increased communication. We have redesigned our website, increased our communications staffing, and added or improved several communications tools, such Elmhurst Connect and Elmhurst Alerts. We continue to look at new ways to connect with our residents.”
Prior to being elected mayor in 2021, Levin served as an alderman since 2010. He also served as Acting Mayor for 6 months in 2012-2013. In 2009, Levin co-chaired the Mayor’s Finance Task Force, which was created to address the $6 million deficit caused by the Great Recession. He was the lead author of the Task Force’s report, which successfully recommended a budget strategy that was adopted by the City Council to lead Elmhurst through several difficult years. Levin has chaired the Development, Planning & Zoning and the Public Safety committees, and was Vice Chair of the Finance Committee.
Mayor Levin and his wife Marisa have been Elmhurst residents for over 27 years. His daughter Julia and son Joseph are both graduates of York High School and of the University of Illinois at Urbana-Champaign.
Mayor Levin has been active in many organizations that improve the quality of life for all in Elmhurst. He has served as Chairman of the Elmhurst Chamber of Commerce, President of his neighborhood association, Vice President of the Chiefs Hockey Club, Board Member of the Blues Hockey Club, a member of the Focus 205 Community Engagement facilitating team, committee chair of several PTA committees and chief of his son’s Indian Guides tribe. Levin volunteered his legal services to the Special Kids Day, Life Education Center and York Hockey Club organizations in Elmhurst.
Levin has been a litigation and business practice attorney since 1986. He is a partner with Howard & Howard Attorneys PLLC. He has been recognized by his peers and selected as an Illinois Super Lawyer® (2005-2024) and an Illinois Leading Lawyer® (2010-2024). In addition to a juris doctorate from Chicago-Kent College of Law, he holds a master’s degree in intellectual property law from the University of Illinois Chicago School of Law and chairs his firm’s Chicago litigation education committee.
Levin served as President of the Illinois Academy of Criminology and Chair of the Police/Lawyers Committee of the Chicago Bar Association.

Endorsement: Levin for Elmhurst mayor
Three longtime aldermen are vying for the job of Elmhurst mayor after current Mayor Steven Morley announced he would not be seeking reelection.
The candidates -- Michael Bram, Scott Levin and Mark Mulliner -- represent a long history of working on behalf of Elmhurst residents, whether it was to tackle the issue of flooding, keep tabs on the runway rotation plan for O'Hare International Airport or adjust financial targets to align with expected reduction of sales tax revenues caused by pandemic restrictions. All three candidates have worked on committees to drill down for solutions to bring to the council.
Alderman Levin brings the best complement of experience and leadership, and is endorsed. His leadership will help Elmhurst navigate the tough job of coming out of the pandemic, while making sure services to residents are maintained and social issues such as diversity and equality are addressed.
Levin has been a lawyer, litigator and mediator for 35 years and before that, has 10 years' experience with a state agency. He served as acting Elmhurst mayor for six months preceding Morley's term, has chaired three committees and is vice chair for finance committee.
To usher Elmhurst out of the pandemic's grip and prepare for the next such crisis, Levin plans for fully funded budget reserves, as well as strong relationships with key partners including businesses, the hospital and university, chamber and other governmental agencies.
His top infrastructure goals are stormwater, wastewater treatment plant and the police facility.

Scott Levin, candidate for Elmhurst mayor has launched his website, www.levin4mayor.com that includes his background as well as options for joining and supporting the campaign.
“When you ask people for the honor of their vote, I believe you should offer as much information as possible. A website is particularly critical to a campaign during this pandemic. Not only does this website include background information on my experience and credentials, it will include policy statements to give voters an idea of how we can move forward together,” Levin stated.
Levin stated that in these challenging times, experience and leadership are the qualities voters will be assessing. Levin, an Elmhurst resident for over 24 years, has been an alderman since 2010. He also served as acting mayor for six months prior to Mayor Morley’s election.
