MEET SCOTT

Scott Levin and his wife Marisa have been Elmhurst residents for over 27 years.   His daughter Julia and son Joseph are both graduates of York High School and of the University of Illinois at Urbana-Champaign. 


Scott was elected Mayor in 2021.  He served as an Elmhurst alderman from 2010-2021.  He also served as Acting Mayor for 6 months in 2012-2013.  Scott is currently the president of the DuPage Mayors and Managers Conference (DMMC), the members of which are the mayors and city/village managers of the 35 municipalities in DuPage County.  He is also the chair of DMMC’s Municipal-County Government Committee, which includes six county board members and 6 mayors and seeks to improve relations with the county board. In 2009, he co-chaired the Mayor’s Finance Task Force, which was created to address the $6 million deficit caused by the Great Recession.  Scott was the lead author of the Task Force’s report, which successfully recommended a budget strategy that was adopted by the City Council to lead Elmhurst through several difficult years.  Scott has chaired the Development, Planning & Zoning and the Public Safety committees, and was Vice Chair of the Finance Committee.

Throughout his tenure on the City Council, he demonstrated leadership on many issues.  As an alderman and as acting mayor, he led the Fitness Formula Club site development, revamping of the City Council ordinance governing council procedures, reinstatement of planning efforts after the recession, development of downtown and advertising zoning regulations, and negotiations on agreements with District 205 regarding both TIF 4 and stormwater retention sites.   As mayor, he oversaw the City’s effort on the successful development of The Vyne, the first residential TIF development that did not include a financial contribution from the City.  Under his leadership, the City has maintained a AAA Standard and Poor's (S&P) Global bond rating.  The AAA rating is the highest rating assigned to a governmental organization by S&P and reflects the City's strong economy, powerful budgetary flexibility and performance, and strong liquidity position and management.  In Illinois, only about 30 of 310 rated municipalities have a AAA rating.

Scott is committed to our community and has been active in many organizations that improve the quality of life for all in Elmhurst.  Scott has served as Chairman of the Elmhurst Chamber of Commerce, President of his neighborhood association, Vice President of the Chiefs Hockey Club, Board Member of the Blues Hockey Club, a member of the Focus 205 Community Engagement facilitating team, committee chair of several PTA committees and chief of his son’s Indian Guides tribe. Scott volunteered his legal services to the Special Kids Day, Life Education Center and York Hockey Club organizations in Elmhurst.

After earning a degree in business administration and a master’s in public administration, Scott was selected for an Illinois Governor’s Internship and stayed with the State of Illinois for 9 years. At the Illinois Law Enforcement Commission, Scott developed programs and policies, administered grants and was the founder and director of the Police Information Management Systems program. He authored the Illinois Criminal Justice Information Act, which created the Illinois Criminal Justice Authority. Levin was Deputy Executive Director of the Authority and served as its legislative liaison to the Illinois General Assembly.

Scott has been a litigation and business practice attorney since 1986.  He is a partner with Howard & Howard Attorneys PLLC.  Scott has been recognized by his peers and selected as an Illinois Super Lawyer® (2005-2024) and an Illinois Leading Lawyer® (2010-2024).  In addition to a juris doctorate from Chicago-Kent College of Law, he holds a master’s degree in intellectual property law from the University of Illinois Chicago School of Law, and chairs his firm’s Chicago litigation education committee.


Scott served as President of the Illinois Academy of Criminology and Chair of the Police/Lawyers Committee of the Chicago Bar Association.
